Charlie Parker
Director of Investment and Performance
Charlie is on secondment from Enterprise plc. He has responsibility for Corporate Finance, Performance Management, Commercial Joint Ventures and Asset Transfer. He represents English Partnerships on the Board of Network Space Limited.
Prior to joining English Partnerships, Charlie was the Group Strategic Development Director at Enterprise plc. One of four Group Directors, he oversaw a £300m public sector service business and established a new £15m turnover consultancy service.
Previously he was the Executive Director for Regeneration at Liverpool City Council. His portfolio covered a wide range of services including regional policy, planning, estates, economic development, transport, social exclusion, city centre development, environmental maintenance, street cleaning and housing.
He led, on behalf of the City Council a range of major commercial and infrastructure projects, including; the Paradise Street Retail Development Area, the Kings Waterfront Development, the City Centre Movement Strategy and the proposals for improving the Central Business District.
Previously he was the Executive Director of the Liverpool Partnership Group and had responsibility for preparing both the Councils Community Plan and the New Commitment for Regeneration prospectus, Liverpool First, which set Liverpools ten-year Regeneration Strategy.
