The London-Wide Initiative

Adelaide Wharf, LondonThe London-Wide Initiative (LWI), launched by English Partnerships in 2003, is a government-backed scheme which enables key workers to buy their own homes. English Partnerships has assembled of 16 development sites across Inner and Greater London to deliver new, affordable homes in collaboration with the Housing Corporation.

Shared equity scheme

The LWI is a shared equity scheme whereby the cost of the property is split between the Government and the homeowner. Unlike shared ownership schemes, where purchasers pay both a mortgage on their share of the property and rent on the part retained by a landlord, purchasers do not have to pay anything to finance the government’s stake. The LWI shared equity scheme makes homes more affordable for key workers by reducing home ownership costs as a percentage of monthly outgoings.

The LWI will deliver up to 5,000 homes of which around 1,500 will be available for key workers and a further 1,000 of which will be affordable shared ownership or affordable rented.

Three development partners have been selected to work with English Partnerships:

  • First Base
  • Key London Alliance (KLA) – comprising Barratt, Inspace Homes, Circle Anglia and Notting Hill Housing Group
  • Countryside Properties plc – working with Hyde Housing Association and Presentation

Features of the initiative include:

  • A mixed portfolio of sites
  • Most sites will accommodate at least 100 units
  • Close to public transport
  • Provision of both single and family accommodation across the portfolio

Development sites

English Partnerships owns the 16 sites in the portfolio listed below with the scheme developer:

  • 1-9 Huntley Street, Westminster (scheme known as Bloomsbury Terrace) – Barratt
  • Adelaide Wharf, Hackney – First Base
  • Amelia Street, Southwark (scheme known as Printworks) – First Base
  • Blackhorse Road, Waltham Forest - KLA
  • Brenley site, Merton - KLA
  • Catford greyhound stadium and rail site, Lewisham (two adjacent sites) – Countryside
  • District Hospital, Greenwich (scheme known as the Heart of East Greenwich) – First Base
  • East India Dock Road, Tower Hamlets - KLA
  • Gallions 2, Newham - KLA
  • Holloway Road, Islington – First Base
  • London Road, Croydon – Countryside Properties
  • Lymington Fields, Barking & Dagenham – Countryside Properties
  • Newington Butts, Southwark (scheme known 360°)– First Base
  • Wandsworth Parkside – KLA
  • Former West Middlesex Hospital (scheme known as Twickenham Road)- KLA
  • Trenchard House – First Base

Development status

First Base completed the first LWI development at Adelaide Wharf in November 2007.  It includes 74 key worker and affordable homes, 73 private homes and 700 sq m of affordable workspace.

Work is continuing on site at Wandsworth Parkside, Printworks, Twickenham Road and Bloomsbury Terrace

Planning permission

Planning permission was granted for Holloway Road in May 2008. Countryside Properties and Hyde Housing Association received planning permission for Lymington Fields in Barking in May 2008. Planning applications have been submitted for schemes at for the former Catford Greyhound Stadium and rail site, and the Heart of East Greenwich.
