Skelmersdale Town Centre Regeneration, West Lancashire

Skelmersdale is situated in West Lancashire just off the M58 motorway and lies midway between the cities of Manchester and Liverpool.

Skelmersdale was designated as a New Town in October 1961 and covers an area of 1,669 ha (4,124 acres).

English Partnerships is working alongside West Lancashire District Council, the appointed developer, St Modwen Properties plc, Skelmersdale College and the local community to help drive the regeneration of the town centre. 

The primary aim of the project is to strengthen the role of the town centre and to increase its attractiveness and image to both local residents and visitors alike. 
The project will provide a mix of residential, commercial, leisure and education accommodation opportunities.  It seeks to:

  • reconnect the town centre and community with new roads and footpaths
  • increase the number of residents in the town centre and diversify the style and range of residential accommodation available
  • make Skelmersdale a retail, leisure and education destination
  • encourage high quality design in order to create a vibrant town centre
  • ensure the parks and open spaces around the town centre are more accessible to Skelmersdale communities and visitors.


The first phase of Skelmersdale’s renaissance will be a new £35m college campus.
